I believe that’s the metal referred to in the saying ‘pedal to the metal.’
It’s a magnet. You push the pedal down and it sticks, so you can drive the car off a cliff without a center block.
Definitely a Nuebert-Paacall warp engagement control unit, but looks like it’s missing the fluxon core saddle attachment on the right bar.

Maybe it’s a power restriction. Stops you from flooring the pedal and reduces the power a bit.
Could it be a safety hazard?
