It’s a running light. You’ll need to take off the front bumper to get to it. While you’re at it, replace all the bulbs.
It’s called a daytime running light (DRL).
I think they’re called city lights. One of mine burned out, so I unplugged both. Looks cleaner without them, and no one’s crashed into me yet, so they must not matter much.

Haha, same here. Mine have been out for years, but I just left them. My headlights still work, so I didn’t bother.
