Shine
That’s likely run-off from plastic shining chemicals. It looks like someone’s added ‘back to black’ or tire shine, or maybe silicone to the hard black plastic trim around the mirror. The used car department usually does this.
You should get the new Square ones. I just swapped mine on my 2003 and I really wish I had done it years ago.
It’s probably the plastic breaking down on the black mirrors, or maybe the felt on the windows. When you clean the windows, you’ll notice the black stuff coming off the felt if you touch it.

I was going to guess it’s the felt seal on the windows too. My 2000 has it too, if you touch it, your fingers will get black.
